Malta Property in 2025: Prices, Yields, AIP Rules, SDAs — What Buyers Need to Know

The Malta property market is not crashing. It is not overheating. It is growing at a steady 5–7% annually and has done so, with brief interruptions, for a decade. Prices have risen approximately 55–75% over the past ten years. The market is not going to give you a bargain, but it is not going to collapse either.

Here is the honest picture for foreign buyers in 2025.

The Numbers

Average price per square metre (2025): approximately €3,300 nationally. Sliema and St. Julian’s: €3,500–€4,500/m². Gozo: from €2,100/m². Valletta premium areas: up to €7,500/m².

Average apartment price: €415,000. Penthouses: €545,000. Villas: €2,025,000 median asking price.

Rental yield: buy-to-let apartments in Sliema and St. Julian’s typically yield 4–6% gross. Gozo yields higher on a percentage basis but with a smaller rental market.

Stamp duty: 5% of the purchase price. First-time buyers benefit from a permanent exemption on the first €200,000 (extended permanently in the 2026 Budget). No annual property tax in Malta. No wealth tax, no council tax equivalent.

Price growth Q3 2025: 5.7% year-on-year (NSO Malta Residential Property Price Index). Transaction volumes up approximately 4.6% in the same period.

The AIP Permit — What Non-EU Buyers Face Outside SDAs

If you are Australian, Canadian, American, or any non-EU national buying property outside a Special Designated Area, you need an Acquisition of Immovable Property (AIP) permit.

  • Cost: €233
  • Time: 4–6 months
  • Restriction: You can only buy one property under the AIP system, and you must use it solely as your residence — you cannot rent it out
  • Practical implication: This is not a serious financial obstacle, but the timeline matters. If you are buying to meet MPRP requirements, factor the AIP process into your overall timeline

The workaround: Buy in a Special Designated Area (SDA). There are 16 SDAs in Malta and Gozo — purpose-built or designated developments where non-EU buyers can:

  • Buy without an AIP permit
  • Buy multiple properties
  • Rent them out

The main SDAs worth knowing:

  • Portomaso (St. Julian’s) — premium marina development, apartments and penthouses
  • Tigné Point (Sliema) — upscale seafront development
  • Cottonera (Three Cities) — historic and atmospheric
  • Pender Gardens, Smart City, others — various across the island

SDA properties tend to trade at a premium — typically 10–15% above comparable non-SDA properties. For non-EU buyers, that premium often makes sense given the flexibility it provides.

The Buying Process

Malta uses a Promise of Sale system — the konvenju — which is distinct from most other EU countries:

1. Preliminary agreement (konvenju): signed before a notary, typically 1–3 months after agreeing terms. A deposit of 10% is paid at this stage. The deal is binding from here. 1. Due diligence period: your notary searches title, checks planning, confirms no charges on the property. This takes most of the time between konvenju and final deed. 1. Final deed: signed before a notary, balance paid, title transfers. Full process typically 150 days from listing to deed in normal conditions.

Days on market before accepted offer: approximately 60 days in active areas (Sliema, St. Julian’s), up to 95 days for niche or overpriced properties.

Negotiation: Sellers price with room to negotiate. The gap between asking and final prices in Malta is typically 10–15%. Do not pay the asking price without pushing back.

Buying vs. Renting for MPRP/GRP

Under the MPRP and GRP, you need either a purchased or rented qualifying property. The thresholds differ:

Renting makes sense if you want flexibility, are not certain about the area, or do not want to commit capital to property in the early years. Buying makes sense if you are confident in your location, want long-term capital appreciation, and want to avoid annual rent increases.
